Project Description
The aim of the client is to build a new CargoBeamer terminal for combined transport in Kaldenkirchen with up to 18 gate modules ("construction project") The client has bundled the (construction) services required for this, in particular civil engineering, traffic and track construction and handling technology as well as other services (e.g. IT services, delivery of industrial trucks), into several service packages.
In order to realize the construction project, the client is making use of grants in accordance with the Directive on the Promotion of Investments in Combined Transport Handling Facilities of the Federal Ministry of Digital and Transport dated 23.11.2022.

Procedure for awarding the contract
1. Call for competition
- Candidates may participate in the award procedure by submitting a request to participate in accordance with the conditions for the call for competition. After the deadline for submitting requests to participate has expired, the contracting authority shall examine the requests to participate with regard to the formal requirements.
- Criteria are; legal criteria such as insolvency; minimum turnover of € 1 million precast concrete elements; € 0.750 million underfloor cell; references in the field of precast concrete elements or comparable; qualification of technical and managerial staff; quality management system.
- The contracting authority intends to select at least three and no more than five candidates in each lot who are considered suitable and who will be invited to submit tenders and participate in negotiations.
2. Negotiated procedure
- The contracting authority shall send a separate letter to the candidates selected in the competition inviting them to submit a tender ("initial tender") and to participate in negotiations for the first time.
- Criteria: Price 50 percent; 50 % performance point value (concept for contract implementation; concept for the production and construction process (construction schedule); concept for ensuring the availability of the required services.
