Project Description

CargoBeamer aims to construct a new CargoBeamer-Terminal for combined transport in Kaldenkirchen with up to 18 gate modules ("construction project") The client has bundled the (construction) services required for this, in particular, civil engineering, traffic, and track construction and handling technology as well as other services (e.g. IT services, delivery of industrial trucks), into several service packages.

To realize the construction project, the client is making use of grants in accordance with the Directive on the Promotion of Investments in Combined Transport Handling Facilities of the Federal Ministry of Digital and Transport dated 23.11.2022.

Procedure for awarding the contract

1. Call for competition

Candidates may participate in the award procedure by submitting a request to participate following the conditions for the call for competition. After the deadline for submitting requests to participate has expired, the contracting authority will examine the requests to participate concerning the formal requirements.
The criteria for mechanical engineering - Lot 1 (Package 2) and electrical engineering - Lot 2 (Package 3) include statutory criteria following §123 and 124 GWB, minimum turnover, references in the field of materials handling technology or comparable, qualifications of technical and managerial staff, quality management system and others.
The contracting authority intends to select at least three and no more than five candidates in each lot who are considered suitable and who will then be invited to submit bids and participate in negotiations in a negotiated procedure.

2. Negotiated procedure

The contracting authority will send a separate letter to the candidates selected in the competition inviting them for the first time to submit a tender ("initial tender") and to take part in negotiations.
The criteria amount to a rating of 50% price and 50% performance/quality (whereby a concept for the execution of the contract, a concept for the production and construction process (construction schedule), and a concept for ensuring the availability of the required services are important here).
